Tower records show infrastructure, not guaranteed service. Your device's connection depends on carrier access, bands, antenna aim, tower load, terrain, foliage, weather, and network configuration.
Small cells are short-range, low-height sites. They can be useful nearby, but they are less reliable as broad coverage indicators than full tower sites.
